Apni Chhat Apna Ghar Scheme 2026: Interest-Free Housing Loan, Eligibility Criteria & How to Apply Online at acag.punjab.gov.pk

Millions of Punjab families own a small plot of land but cannot afford to build a single room on it. Construction costs have tripled in four years. Bank loans charge interest rates most daily-wage earners cannot manage. The Apni Chhat Apna Ghar Scheme 2026 removes both obstacles — it gives eligible plot owners up to Rs. 1.5 million interest-free, repayable at just Rs. 14,000 per month, through the official portal at acag.punjab.gov.pk.

What is Apni Chhat Apna Ghar Scheme 2026: Interest-Free Housing Loan, Eligibility Criteria & How to Apply Online at acag.punjab.gov.pk?

The Apni Chhat Apna Ghar (ACAG) Scheme is a Punjab Government interest-free housing loan program, launched by CM Maryam Nawaz Sharif in August 2024. PHATA (Punjab Housing & Town Planning Agency) executes it under the Housing, Urban Development & Public Health Engineering Department (HUD&PHED).

The scheme targets families who own a small piece of land but lack the money to build on it. The government provides up to Rs. 1.5 million interest-free, covers 60% of the construction cost through direct subsidy, and structures repayments as monthly installments affordable enough to replace what most families already pay in rent.

As of May 2026, the scheme has disbursed over 64,000 loans, delivered over 51,000 completed homes, and maintained a 99.9% loan recovery rate — making it one of the most successfully executed housing programs in Punjab's history.

The scheme covers all 36 Punjab districts. Applications are fully digital via acag.punjab.gov.pk. Offline applications are also accepted at any Deputy Commissioner (DC) office or PHATA facilitation centre for applicants without internet access.

For a full list of all active CM Punjab welfare programs, visit our CM Punjab Programs directory.

Important: Applicants must ensure their CNIC is not expired before applying. Verify your CNIC status at nadra.gov.pk before submitting your application.

ACAG vs Apni Zameen Apna Ghar – What Is the Difference?

Many applicants confuse Apni Chhat Apna Ghar (ACAG) with Apni Zameen Apna Ghar (AZAG). These are two separate but connected programs under PHATA. Understanding which one applies to you saves time.

Three Execution Models – How ACAG Builds 100,000 Homes

PHATA delivers the 100,000 housing target through three separate construction models. Each model serves a different type of beneficiary.

Government Land + Developer Builds

~10,000 units

  • Developers build on state-owned land
  • Developers receive a land equity share in return
  • No government cash subsidy for construction
  • PHATA sets the price and instalment plans
  • Buyers pay in monthly instalments for 5+ years

Private Schemes with Affordable Quota

~20,000 units

  • Any private developer needing PHATA approval must reserve 20% of residential area for low-cost units
  • Punjab Government pays Rs. 1 million subsidy per unit
  • Subsidy releases after buyer's down payment clears
  • Remaining balance repaid over 5 years in instalments

Interest-Free Loan — Build Your Own

~70,000 loans

  • Own 1–5 marla urban plot or 1–10 marla rural plot
  • Borrow up to Rs. 1.5 million — zero interest
  • Repay over 7 years in monthly instalments
  • Government covers 60% subsidy on total cost
  • Revolving fund — repayments fund the next family

Most applicants qualify for Model 3 — the self-build loan. This guide focuses on Model 3 in detail since it covers the widest group of eligible families. For Model 1 and 2 unit availability in your district, contact your nearest PHATA Punjab office.

Apni Chhat Apna Ghar Eligibility Criteria 2026

PHATA checks every application against seven strict conditions. Missing even one causes automatic rejection. Confirm all criteria before you open the portal.

Core Conditions

  • Punjab Residency: Your CNIC must confirm you are a permanent Punjab resident. Applicants from other provinces do not qualify.
  • Age: Must be 18 years or older. Applicants under 18 are not eligible — a parent or guardian must apply in their own name.
  • Head of Family: You must be the registered head of household according to NADRA records. Check your NADRA family registration certificate to confirm this status before applying.
  • Land Ownership: You must own 1–5 marla in an urban area or 1–10 marla in a rural area. PLRA verifies this automatically from land records during review.
  • No Existing House: You must not already own a constructed home anywhere in Punjab in your name.
  • Monthly Income: Your household's combined monthly income must not exceed Rs. 60,000.
  • NSER PMT Score: Your Proxy Means Test (PMT) score in the National Socio-Economic Registry must be 60 or below. This score reflects your household income, assets, and living conditions. Check your score at a BISP tehsil office or through the NSER portal before applying.
  • Clean Financial Record: You must not appear on any bank or financial institution's defaulter list. PHATA cross-checks this via the State Bank of Pakistan's eCIB database.
  • Clean Criminal Record: No serious criminal cases against the state are permitted. PHATA verifies this with the police department during review.
  • No Prior Government Housing: You must not have received any government housing loan, allotment, or subsidy previously under any scheme.

Expired CNIC = automatic rejection. Verify your CNIC is valid before applying at id.nadra.gov.pk. Renewing at a NADRA office takes 7–10 working days under the normal process and 24 hours under the urgent fee option. Do not wait until the last week to check.

Documents Required for Apni Chhat Apna Ghar 2026

Gather all documents before you open the portal. Blurry scans and missing files cause the most rejections. The portal does not allow document edits after submission.

DocumentDetailsFormat / Notes
Valid CNICFront and back — must not be expiredJPG or PDF, clear scan
PLRA Land Ownership ProofFard, Registry, or Allotment Letter — PLRA-verifiedAttested scanned copy
Possession DocumentProof you physically possess the plotAttested copy
NADRA Family Registration Certificate (FRC)Confirms household structureScanned copy, current
Income Proof6-month bank statement or latest salary slipScanned, under 3MB
AffidavitConfirms no previous government housing loan receivedAttested on Rs. 200 stamp paper
Photographs2–4 passport-size, blue or white backgroundJPG format, recent
Utility BillProof of current address in PunjabNot older than 3 months

The PLRA automatically verifies your land ownership through the Punjab Land Record database during the review process. Still, having your own Fard copy ready speeds up manual verification if flagged.

Scan all documents as a single PDF file per category before uploading. Keep file sizes under 2MB each. Use your phone camera in bright natural light — not a dark room — for sharp scans. Blurry uploads are the leading cause of document rejection.

How to Apply Online – Step by Step via acag.punjab.gov.pk

The Apni Chhat Apna Ghar online registration takes 20–30 minutes with all documents ready. Use only the official portal — no third-party site, agent, or payment is involved at any step.

1

Open the Official Portal

Visit acag.punjab.gov.pk on your phone or computer. Click Registration or New Registration.

2

Create Your Account

Enter your CNIC and mobile number. The system sends a one-time password (OTP) via SMS. Enter the OTP to verify and activate your login.

3

Complete Your Profile

Fill in your full name, father's name, district, tehsil, complete address, and family details. Errors here cause NADRA verification failures — enter exactly what appears on your CNIC.

4

Fill the Application Form

Enter land ownership details (marla size, location, urban or rural), household income, number of family members, and the loan amount you need for construction.

5

Upload All Documents

Upload each required document in the correct section. Check each file opens clearly after upload before moving to the next. Do not proceed with a failed or rejected upload.

6

Add Personal Notes (Optional)

Use the final review comments section to briefly describe your situation — financial hardship, widowhood, disability — any relevant context that supports your case.

7

Submit & Save Your Tracking ID

Review every section carefully. Submitted applications cannot be edited. Click Submit. The system generates a tracking ID — save it immediately. You need it for all future status checks.

Never pay anyone to apply. The entire process is free. Agents who claim to guarantee selection are committing fraud. Report them to the PHATA helpline: 0800-09100.

Applicants without internet access can apply in person at any Deputy Commissioner (DC) Office or PHATA Housing Department facilitation centre. Staff at these offices will guide you through the form and handle document submission on your behalf at no charge.

Monthly Installment & Loan Structure – What You Actually Pay

The biggest concern most applicants have is affordability. The ACAG installment structure answers that directly: the government designed repayments to stay at or below what most low-income families already pay in rent.

ElementDetails
Maximum Loan AmountRs. 1,500,000 (Rs. 15 lakh)
Government Subsidy60% of total housing cost — paid directly to contractor
Applicant's Share40% of total cost, repaid through interest-free instalments
Monthly InstalmentStarting from Rs. 14,000 — varies by loan amount and tenure
Repayment Period (Model 3)7 years
Repayment Period (Model 2)5 years
Interest RateZero — completely interest-free
Early RepaymentEligible for discounts — confirmed at Bank of Punjab branch
Payment ChannelMonthly via Escrow Account (Bank of Punjab)

Smaller loan amounts are available based on construction needs, family size, and income. Applicants who need less than Rs. 1.5 million can specify their required amount during the application form. PHATA calculates and confirms the final approved amount after site verification.

Paying Rs. 14,000 per month on an ACAG loan builds your family a permanent home. Paying Rs. 14,000 per month in rent builds nothing. This comparison is exactly the argument PHATA makes in its outreach — and the numbers confirm it.

How to Download the Apni Chhat Apna Ghar Final List PDF

Once PHATA completes balloting for a district, it releases the final selection list. Many families search for the "Apni Chhat Apna Ghar list PDF" on third-party sites — this is where fraud occurs. Use only official channels.

Three Official Ways to Check the Final List

  • Portal Dashboard: Log in to acag.punjab.gov.pk. If your status reads "Approved," you are on the list. The dashboard allows you to download a PDF confirmation letter directly.
  • Punjab Government Information Portal: The Punjab Government uploads district-wise list PDFs (Lahore, Faisalabad, Multan, etc.) on the official Information Department website. Search "[your district] Apni Chhat Apna Ghar list" only on punjab.gov.pk domains.
  • SMS Notification: PHATA sends an official SMS to your registered mobile number confirming selection. This SMS is your first formal notification.

Never pay a third-party website to access the list PDF. The official list is public and free. Any site asking for money to show you the list is a scam. Report fraud to PHATA at 0800-09100.

10. Terms & Conditions You Must Know Before Applying

Breaking any of these conditions after loan approval results in PHATA reclaiming the property and cancelling the loan agreement. Read every point carefully.

  • Construction Start: You must begin construction within 6 months of plot allotment or loan approval. PHATA inspects the site to confirm work has started.
  • Construction Completion: You must complete the house within 2 years of allotment. Failure to complete gives PHATA grounds to recover the property.
  • No Sale for 5 Years: You cannot sell the property for 5 years. Transfer, subletting, and any commercial use are strictly prohibited. After 5 years, transfer requires PHATA approval.
  • Residential Use Only: The constructed property must serve only as a family residence. No commercial conversion is permitted under the scheme terms.
  • Instalment Payments: Pay monthly instalments on time. PHATA's recovery rate is 99.9% — missed payments trigger direct contact from the recovery department.
  • Construction to Approved Plan: Build according to the PHATA-approved map and municipal bylaws. Deviations from the approved plan attract penalties.
  • Regular Inspections: PHATA and AC (Assistant Commissioner) teams conduct site inspections to confirm construction progress. Cooperate fully with these visits.

Submitting false information — about land ownership, income, family status, or criminal record — results in permanent disqualification from all PHATA schemes and possible legal action. All data is cross-verified against NADRA, PLRA, and State Bank of Pakistan databases automatically.

Special Quotas — Women, Minorities & Differently-Abled Persons

PHATA built protected quotas into ACAG to ensure marginalized groups receive fair access. These quotas operate at the district level during balloting.

  • Women: Widows, single mothers, divorced women, and women who serve as the primary household earner receive priority consideration during selection. Women who meet standard eligibility criteria face no additional hurdles.
  • Religious Minorities: A protected quota ensures minority families receive proportional access to housing loans in every district.
  • Differently-Abled Persons: Applicants with documented disabilities qualify under a separate accessibility quota, distinct from the general pool.

Declare your category accurately during the application form. Upload supporting documentation — widow certificate, disability certificate, or minority registration — in the relevant document section. PHATA verifies these claims separately before applying the quota benefit.

Women applying under the women's quota should register the land in their own name through PLRA Punjab before submitting. An application where the plot is registered in the husband's name but the wife applies may face additional verification steps.

District-wise Loan Distribution & Progress

PHATA distributes loans across all 36 Punjab districts based on population, housing need, and available government land. Districts with the highest housing deficit received larger early allocations.

As of early 2026, the strongest district-level progress figures include Sargodha at 30.2% development completion, Okara at 26%, and DG Khan at 21.7%. South Punjab districts and the DG Khan division have presented the greatest logistical challenges due to remoteness — PHATA has deployed dedicated field teams for these regions.

Applicants can only apply for their own district of residence, as confirmed by their CNIC address. To check the specific quota and availability in your district, visit acag.punjab.gov.pk and select your district from the registration interface.
