How to Apply – Step by Step

The application process is refreshingly simple. No office visits, no long forms — just one SMS.

Step 1 — Send an SMS to 8070

Format: PLC (space) your 13-digit CNIC number

Example: PLC 3310012345678

Send this message to 8070 from your CNIC-registered mobile number.

Step 2 — Wait for Verification

The system will verify your details automatically through the PITB-developed digital platform. Your registration in the SPMS-9211 system, CNIC, and mobile number will all be cross-checked.

Step 3 — Receive Your Livestock Card

Once approved, your Livestock Card will be issued and you can begin using the interest-free credit facility to purchase feed and supplements for your animals.

Livestock isn't just a rural activity in Pakistan — it's a lifeline. The livestock sector accounts for approximately 62.68% of agriculture's value added and 14.36% of the national GDP. Over 8 million rural families across Pakistan depend on livestock farming, deriving anywhere from 35 to 40 percent of their total household income from it.

Despite this, small farmers have always faced the same core problem: lack of access to affordable credit. Buying quality feed and supplements requires upfront cash that most small farmers simply don't have. The result? Animals are underfed, growth is slow, profits are low, and the cycle of financial pressure continues.

The Livestock Card breaks that cycle by giving farmers the financial breathing room to invest properly in their animals — and pay back the loan over a reasonable period without any interest burden.

The scheme has been planned in two phases with ambitious targets:

Year 1

• 10,000 to 20,000 farmers
• Up to 100,000 animals covered

Year 2

• 30,000 to 60,000 farmers
• Up to 300,000 animals covered

By full rollout, the scheme aims to issue Livestock Cards to between 40,000 and 80,000 farmers across Punjab — a scale that could significantly transform the province's small-scale livestock economy.

Applications are processed on a first-come, first-serve basis, so eligible farmers should not delay.

To apply for the CM Punjab Livestock Card, you must meet all of the following requirements:

Residency

• Must be a resident of Punjab province

Identity and Registration

• Your mobile number must be active and registered under your own CNIC
• You must be registered in the SPMS-9211 system (the government's livestock farmer database)

Livestock Requirement

• You must own 5 to 10 male calves or young stock — specifically Buffalo or Cattle

Credit History

• You must have a clean credit history with no prior loan defaults or disqualifications under any government loan scheme

The CM Punjab Livestock Card is part of a much larger effort by the Livestock and Dairy Development Department Punjab to modernize and strengthen the sector. Some of the other major initiatives currently underway include:

• Silage Making Machines for farmers to improve animal nutrition
• FMD (Foot and Mouth Disease) free zones to boost livestock exports
• Upgradation of Civil Veterinary Hospitals and diagnostic labs across Punjab

Together, these initiatives reflect a comprehensive approach to making Punjab's livestock sector more productive, disease-free, and globally competitive.

One of the more impressive aspects of this entire program is how heavily it relies on technology to improve service delivery. The Livestock Department works in collaboration with PITB on several digital systems:

• Smart Applications for monitoring field and extension activities
• ADRS Application for effective departmental monitoring
• HRMIS (Human Resource Management Information System) for governance
• Toll-Free Helpline 08000-9211 (available 24/7) for public complaints and guidance

This means farmers don't have to chase department officials for updates — they can check their status, file complaints, and get guidance through digital channels and a round-the-clock helpline.
