What is CM Punjab Livestock Card Scheme 2026 ?

The CM Punjab Livestock Card is a government-backed financial assistance program designed to support small and medium livestock farmers across Punjab. It gives eligible farmers access to interest-free credit that they can use specifically for purchasing:

  • Wanda (animal feed concentrate)
  • Silage (fermented fodder for animals)
  • Mineral Mixtures (nutritional supplements for calf fattening)

The idea behind the scheme is straightforward — when farmers can afford to feed their animals a proper, balanced diet, the animals grow faster and healthier, the farmer earns more, and the entire livestock economy of Punjab gets stronger.

What makes this scheme stand out is that the entire application process is fully digitized through state-of-the-art technology developed by the Punjab Information Technology Board (PITB). No middlemen, no lengthy office visits, no unnecessary delays.

Important: Applicants must ensure their CNIC is not expired before applying. Verify your CNIC status at nadra.gov.pk before submitting your application.

Registration Process

How to Apply – Step by Step

The application process is refreshingly simple. No office visits, no long forms — just one SMS.

Step 1 — Send an SMS to 8070

Format: PLC (space) your 13-digit CNIC number

Example: PLC 3310012345678

Send this message to 8070 from your CNIC-registered mobile number.

Step 2 — Wait for Verification

The system will verify your details automatically through the PITB-developed digital platform. Your registration in the SPMS-9211 system, CNIC, and mobile number will all be cross-checked.

Step 3 — Receive Your Livestock Card

Once approved, your Livestock Card will be issued and you can begin using the interest-free credit facility to purchase feed and supplements for your animals.

Why This Scheme Matters for Punjab's Farmers

Livestock isn't just a rural activity in Pakistan — it's a lifeline. The livestock sector accounts for approximately 62.68% of agriculture's value added and 14.36% of the national GDP. Over 8 million rural families across Pakistan depend on livestock farming, deriving anywhere from 35 to 40 percent of their total household income from it.

Despite this, small farmers have always faced the same core problem: lack of access to affordable credit. Buying quality feed and supplements requires upfront cash that most small farmers simply don't have. The result? Animals are underfed, growth is slow, profits are low, and the cycle of financial pressure continues.

The Livestock Card breaks that cycle by giving farmers the financial breathing room to invest properly in their animals — and pay back the loan over a reasonable period without any interest burden.

What Is the Livestock Department Doing Beyond This Scheme?

The CM Punjab Livestock Card is part of a much larger effort by the Livestock and Dairy Development Department Punjab to modernize and strengthen the sector. Some of the other major initiatives currently underway include:

  • LSD Vaccination campaigns to protect animals from Lumpy Skin Disease
  • Pet Clinics for urban animal care
  • Kissan Livestock Baithak — a community engagement program for farmers
  • Genetic Improvement of Non-Descript Cattle in Punjab for better breed quality
  • Double Shift Veterinary Hospitals to extend service hours
  • Ultrasonography facilities at Divisional Veterinary Hospitals
  • Silage Making Machines for farmers to improve animal nutrition
  • FMD (Foot and Mouth Disease) free zones to boost livestock exports
  • Upgradation of Civil Veterinary Hospitals and diagnostic labs across Punjab

Together, these initiatives reflect a comprehensive approach to making Punjab's livestock sector more productive, disease-free, and globally competitive.

Digital Monitoring and Farmer Support

One of the more impressive aspects of this entire program is how heavily it relies on technology to improve service delivery. The Livestock Department works in collaboration with PITB on several digital systems:

  • Smart Applications for monitoring field and extension activities
  • ADRS Application for effective departmental monitoring
  • HRMIS (Human Resource Management Information System) for governance
  • Toll-Free Helpline 08000-9211 (available 24/7) for public complaints and guidance

This means farmers don't have to chase department officials for updates — they can check their status, file complaints, and get guidance through digital channels and a round-the-clock helpline.
